TAARIFA KWA VYOMBO VYA HABARI ILIYOTOLEWA NA NDUGU PAUL C. MAKONDA TAREHE 31/10/2011 MKOANI MWANZA KUHUSU MAMBO MUHIMU YANAYOENDELEA NCHINI.



Ndugu waandishi wa habari,kwanza napenda kuwashukuru sana kwa kuitikia wito huu kuja hapa leo.


Nianze kwa kuwapongeza kwa mara nyingine kwa juhudi zenu za dhati katika kuchochea mijadala muhimu ya Taifa letu na pia juhudi zenu mnazoendeleza za kufichua maovu mbalimbali bila uoga wowote mpaka htua ya kutishiwa maisha kwa baadhi yenu.Ni wazi kuwa vyombo vya habari katika taifa letu vimedhihirisha kuwa ni ni mhimili mkubwa wa demokrasia ya kweli.


Niko hapa kuelezea mambo machache ya msingi yanayoendelea katika taifa letu,ambayo bila kuwa na juhudi za dhati katika kuyatafutia majibu yake yanaweza kugeuka kuwa chanzo cha migogoro na migawanyiko itakayoathiri maendeleo ya nchi yetu kwa ujumla.


Moja ni mijadala iliiyopamba moto inayowahusisha vijana wa makundi mawili ya Arusha na Pwani kuhusu wapi anatakiwa kutoka Rais ajaye.Mjadala huu umekuwa wa muda mrefu na umekuwa ukichukua sura mpya kila inapoitwa leo.Ni vizuri kukumbuka kuwa taasisi ya uraisi ni taasisI kubwa na inayoathiri hatima ya Taifa letu,hivyo kuacha mijadala inayohusisha ukanda katika kumpata Rais ajaye ni kuhatarisha amani na mshikamano uliodumu kwa muda mrefu.


Hapa ni kusema kuwa,mijadala hii itaendela kushika kasi kila siku zinapozidi kusogea.Hebu tujiulize kama leo,miaka 4 kabla ya uchaguzi mijadala hii inaanza kutugawa itakuwaje mwaka mmoja kabla ya uchaguzi?Na je ikitokea ameshinda wa kanda mojawapo inaonekana wazi wale wa kanda nyingine hawatamuunga mkono.Hii ni dalili ya dhahiri ya hatari kwa umoja ndani ya chama na nchi yenyewe.


Ni vyema nieleze kuwa,mgawanyo wa kikanda utaleta mpasuko mkubwa katika nchi kama hautashughulikjiwa mapema.Sababu ya msingi hapa ni kwamba watu watasahau dini zao,vyama vyao na wataanza kutukuza asili yao.Hatari kubwa itakayokuwepo mbeleni ni kuwa na Rais ambaye atakapokuwa madarakani bila woga atawapendelea walio wake.


Kama ili likiachiwa,ni wazi kuwa tutaona vijana wa kusini wakisimama na kuanza kudai Rais atoke kwao kabla ya kushuhudia vijana wa kanda ya ziwa nao wakiandamana kudai atoke upande wao.Hali ikifika hapo ni wazi kuwa nchi itakuwa katika mgawanyiko mkubwa.Ni vizuri tuiache demokrasia ya kweli inayohusisha vyama na sio ukanda ichukue nafasi yake.


Ni vizuri vijana hawa wanaokabiliwa na hali mbaya ya maisha,kukosa ajira na kutojua hatima yao wahusishwe katika mijadala ya kujikwamua kutoka katika hali zao ngumu badala ya kupoteza muda wa miaka 4 uliobaki kuendelea kuligawa Taifa kwa hoja ambazo haziwezi kuboresha maisha yao ya kila siku.


Maoni yangu katika hili ni kuona viongozi wajasiri na wanaoipenda nchi yao wakisimama na kulikemea kwa nguvu zote bila kuumauma maneno.


Plili,Kufuatiwa hoja hii,hivi karibuni kiongozi mmoja mwandamizi wa serikali ametoa tamko kuwa vijana waachiwe wajadili suala hili la Urais.Kwa nafasi yake nashawishika kuwa huu ulikuwa ni msimamo wa serikali juu ya jambo hili.


Napenda kutumia nafasi hii kusema kuwa msimamao huu ni vyema ukaangaliwa upya kwani hauna tija yoyote kwa Taifa na manufaa ya vijana kwa ujumla.Mjadala huu hautaweza kuleta ajira kwa vijana,hautarudisha matumaini kwa wanyonge,hautatengeneza ajira mpya wala hautatoa chakula kwa wale wanaoteseka na njaa.


Ni vyema sasa serikali ikachochea mijadala yenye manufaa na inayoonyesha kuathiri hatima ya vijana kuliko kuliko kuutia chachu mjadala huu.


Hoja za msingi kama vile:


vijana wananufaikaje na wawekezaji,


mabilioni yaliyotolewa na Mh.Rais yamewanufaisha vipi vijana wa Tanzania,


vijana wa vyuo vikuu watasaidiwaje na serikali ili wapate mikopo itakayowasaidia kumaliza masomo yao


Viana wa Tanzania wananufaikaje na fursa za soko la Afrika mashariki,


na hata kuangalia kwa undani zaidi kwa nini serikali imeendelea kung’anga’nia kuilipa dowans huku nkukiwa kuna viongozi waandamizi wanaoonyesha wazi kupingana na maamuzi hayo.


Hzi ndizo hoja za msingi zinazotakiwa kupewa vipaumbele na viongozi wetu na si vinginevyo.


Ningependa kuchukua fursa hii kuwasihi vijana wa Tanzania,tusikubali kutumika kuigawa Tanzania kwa Maslahi ya wachache wenye uchu wa kupata nafasi ya Urais 2015.


Tutoe kipaumbele kwa mijadala itakayoleta majibu kamili ya matatizo yanayotukabili.


Ni vyema tukumbuke maneno ya wenye hekima.”Waovu hustawai pale wema wanaponyamaza kimya”,ndio maana leo nieamua kusema.

Dodoma Urban Water supply and Sewerage Authority (DUWASA) was established under section 3(I) of Cap. 272 of 1997 as repealed by section 60 of Watersupply and Sanitation Act No. 12 of 2009. DUWASA is charged with the overall responsibility of operations and management of Watersupply and sanitation services in Dodoma urban within the Municipality. Applications are invited from suitably qualified, dynamic, experienced and performance driven Tanzanians, male and female, to fill in excellent carrier opportunities.




1.0 MAINTENANCE AND LOGISTICS ENGINEER – One post



1.1 Required Qualifications:


Holder of a Degree in Electromechanical/Electrical/Mechanical Engineering or its equivalent from a recognized institution with at least three (3) years of working experience on the same capacity from a reputable organization. Those with either high managerial interpersonal skills and Registered with the Engineers Registration Board (ERB) will be highly considered. Computer skills are essential.



1.2 Duties and Responsibilities


1.2.1 Carry out regular/routine inspection of pumps, machines, motor vehicles and equipment according to the laid down proceeds, time schedule and established official check list.


1.2.2 Ensuring that plants, machines, equipments and motor vehicles are repaired professionally.


1.2.3 Liaise with TANESCO to ensure constant power supply to the water production and distribution systems and ensure immediate repair and restoration of power whenever failure occurs.


1.2.4 Assess and recommend replacement needs for plants, machines, motor


vehicles or their parts whenever their respective performances have


decreased.



1.2.5 Performing any other duties as may be assigned by the Technical Manager.



2.0 PLANNING AND DESIGN ENGINEER II– One post


2.1 Required Qualifications


Holder of a Degree/Advance Diploma in Civil/ Sanitary Engineering from recognized institution and registered as professional engineer with Engineers Registration Board (ERB) of Tanzania with at least three (3) years working experience as an engineer in water sector.Computer literate in Network design by using CAD, Microsoft Windows is an added advantage.





2.2 Duties and Responsibilities.


2.2.1 Investigate priority areas in need of Watersupply distribution networks.


2.2.2 Timely preparation of monthly, quarterly, semi-annually and annually progress as per signed Memorandum of Understanding between DUWASA and Ministry of Water and EWURA.


2.2.3 Supervise construction of watersupply projects and document all projects implemented by the Authority.


2.2.4 Supervise implementation of construction works and ensure that such works comply with design parameters and set standards.


2.2.5 Perform any other duties as may be assigned by the Planning and Design Engineer (PDE).




3.0 WATER PRODUCTION ENGINEER II (MZAKWE STATION) -One post


3.1 Required Qualifications


Holder of a Degree/Advanced Diploma in Civil Engineering/Sanitary/ Electrical/Mechanical Engineering and registered as a professional engineer with Engineer’s Registration Board of Tanzania with at least three (3) years working experience as an engineer in water production and treatment works.



3.2 Duties and Responsibilities



3.2.1 Monitoring water quality and quantity from boreholes and water distribution system and ensuring compliance with the prescribed standards for drinking water.


3.2.2 Ensuring that the water laboratory adequately equipped with water testing equipment and reagents and is manned by qualified and experienced staff.


3.2.3 Conducting daily analysis of operation and working conditions of surface pumps, submersible pumps and associated electromechanical equipment to identify necessary changes to achieve and maintain optimal operations and assess the replacement needs for pumps and electromechanical equipment.


3.2.4 Ensuring that there is adequate and proper storage of chemicals and other stocks related to water production.


3.2.5 Performing any other duties as may be assigned by the Water Production Engineer.




4.0 PUBLIC RELATIONS OFFICER II - One post


4.1 Required Qualifications


Holder of a Degree in Journalism, Mass Communication, International Relations, Marketing Communication, Public Relations & Advertising, or any other approved equivalent qualification by recognized institution with at least one (1) year working experience as Public Relations Officer from a reputable organization. Knowledge in Web Design and strong command of both spoken and written English and Swahili is essential.



4.2 Duties and Responsibilities:


4.2.1 Taking minutes during meetings between Board of Directors and all staff.


4.2.2 Reading bulk flow water meters and pressure gauges daily, compiling information/data and present them to Head of Public Relations Unit including the detection of major points where water is lost and advice accordingly.


4.2.3 Disseminating notices of interruptions of Watersupply for maintenance purposes and information concerning water tariffs, water consumption and conservation, demand management, hygiene education, and utility performance to customers, recording and following up on customers’ complaints.


4.2.4 Making sure that the image of Duwasa to the public is always positive


4.2.5 Performs any other duties as may be assigned by the Head of Public Relations Unit.



5.0 LEGAL ASSISTANT-One post


5.1 Required Qualifications


Holder of an ordinary Diploma in Law from a recognized college with at least two years working experience in legal practice in any reputable legal firm within Tanzania. Should posses’ attributes of managed person utility and behavior, problems solving/leadership/ planning skills and organizing skills.



5.2 Main Duties and Responsibilities:



5.2.1 Plan and formulates legal defense and prosecution strategies for cases in which DUWASA has interest.


5.2.2 Combating all illegal issues pertaining to the improper use of water by customers.


5.2.3 Handles administers and advises on leases, tenancies and general countersigning matters.


5.2.4 Drafting and enforcing all legal contracts between DUWASA and customers


5.2.5 Assist the Management to liaise with the High Court and Courts subordinate, various institutions, Government Ministries and Department on legal matters.


5.2.6 Performs any other duties as he/she may be assigned by Supervisor.




6.0 CIVIL TECHNICIAN - One post


6.1 Required Qualifications


Holder of FTC or a Diploma in Civil/Sanitary/Water resources engineering from a recognized Technical College with three (3) years working experience as Technician in Watersupply and Sewerage works. Considerable technical knowledge of drafting techniques, surveying and related engineering practices, procedures, materials and tools, including working knowledge of computer assisted drafting (CAD) principles and techniques. Should have supervisory skills/qualities. Should be ready to work in extra hours under minimum supervision.



6.2 Duties and Responsibilities:


6.2.1 Planning, design and supervising construction of watersupply and Sewerage structures and buildings.


6.2.2 Preparing bills of quantities and estimates for water and Sewerage structures and buildings.


6.2.3 Draft by hand and using computer-aided drafting/mapping software.


6.2.4 Organize, prepare layout, prepare complete project plans for water and


Sewer Works.


6.2.5 Performing any other duties as may be assigned by the Head of planning and design unit.



7.0 ELECTRICAL TECHNICIAN-One post


7.1 Required Qualifications


Form IV/VI Certificate with FTC/Diploma in Electrical Engineering from a recognized Technical College with at least one (1) year working experience as a Technician in the Operation and maintenance of electrical works.



7.2 Duties and Responsibilities


7.2.1 To carry out regular electrical inspection and maintenance for all electrical motors and control circuits for all booster stations.


7.2.2 To prepare weekly report for pumps and motors in all booster stations.


7.2.3 To carry out inspection and testing for new installed electrical equipment as well as making addition installation to the existing one where necessary.


7.2.4 Ensuring that all pump motors are equipped with protection device to protect motors from being damaged with electrical shock or fluctuation.


7.2.5 Performing any other duties as may be assigned by the Maintenance and Logistic Engineer.




8.0 MECHANICAL TECHNICIAN (MZAKWE STATION)-One post


8.1 Required Qualifications


Form IV/VI Certificate with FTC/Diploma in Mechanical/Motor Vehicles Maintenance Engineering from a recognized Technical College with at least three (3) years working experience as a Technician in maintenance of mechanical works and motor vehicles.



8.2 Duties and Responsible:


8.2.1 Carrying out preventive maintenance of both submersible and surface pumps according to the schedule.


8.2.2 Carrying out all repairs (including emergencies) of submersible and surface pumps as the breakdown occurs.


8.2.3 To ensure all electromechanical equipment at all pumping stations are in good and proper operative condition all the time.


8.2.4 Performing any other duties as may be assigned by the Maintenance and Logistic Engineer.



9.0 PUMP MECHANICS-One post


9.1 Required Qualifications


Form IV/VI Certificate with FTC/Diploma in pump mechanics from a recognized Technical College with at least one (1) year working experience as a Technician in the Operation and maintenance of pump works.



9.2 Duties and Responsible:


9.2.1 Carrying out maintenance and repair of submersible pumps, surface pumps and motors professionally.


9.2.2 Ensuring that preventive maintenance schedule for all pumps and motors is prepared and followed accordingly.


9.2.3 Completing job cards for every maintained and repaired submersible pumps, surface pumps and motors


9.2.4 Using established official checklist when carrying out Mechanical Inspection.


9.2.5 Proper keep of pumps and motors.


9.2.6 Making sure that all pumps and motors are in good working condition all the time.


9.2.7 Performing any other duties as may be assigned by the Mechanical Technician.




ADDITIONAL COMPETENCIES FOR MAINTENANCE AND LOGISTICS ENGINEER,PLANNING AND DESIGN ENGINEER II,WATER PRODUCTION ENGINEER II,PUBLIC RELATIONS OFFICER II AND LEGAL ASSISTANT.

TUMBAKU TZ KUUZWA IRAN




SERIKALI inatarajiwa kufanikisha kuuza a tani 50,000 za tumbaku nchini Iran kwa bei nzuri ikiwa ni sehemu ya kukuza kilimo nchini.


Mafanikio hayo yanatokana na ziara ya kutafuta soko nchini Iran, ya naibu waziri wa Viwanda na Biashara, Lazaro Nyarandu aliyeongoza ujumbe wa Tanzania katika kutafuta soko la zao hilo kufuatia wakulima kuzalisha kuwango kikubwa cha ziada.


Akizungumza juzi jioni baada ya kurejea kutoka Iran Nyalandu alisema tumbaku itakayouzwa nchi Iran ni ile ambayo imekosa soko la ndani.



Alisema kwa mujibu wa wataalam, licha ya kuwa Tumbaku inayouzwa nchini Iran nyingi inatokea nchini Zimbabwe na China lakini inayozalishwa Tanzania ina ubora wa aina yake.



Huku akizungumzia mpango wa serikali kutafuta soko la mazao mchanganyiko Nyarandu alisema,

UVCCM



UVCCM WAACHE KUTAPATAPA


Utagulizi


Kwanza nianze kwa kusema “Ukiona gari (motor car) linapita katika reli (rail way) siyo jambo la ajabu lakini gari moshi (train) likipita barabarani (road way) ni basi ni tatizo kubwa kwani lenyewe gari moshi lina njia yake hiyo tu (specific way) ambapo haliwezi hata kwa dharura kuacha njia yake na kwenda barabarani. Haiwezekani hata siku moja gari moshi liache njia yake ya kawaida halafu bado ionekane n hali ya kawaida


UVCCM ni nini?


Ni jumuiya ya Chama cha mapinduzi iiyoundwa chini ya ibara ya 128(1)(a) ambayo kazi na majukumu yake yameainishwa katika kanuni za Umoja wa Vijana wa Chama Cha Mapinduzi toleo la 2010; sehemu ya 8 (i-xi)


Kwa mujibu wa sehemu hii ya kanuni za UVCCM hakuna hata moja inayoonyesha kwamba, UVCCM itakuwa na jukumu la kuelekeza nini cha kufanyika na ama Chama Cha Mapinduzi, ama jumuiya nyingine za chama (UWT na Wazazi), ama serikali, ama taasisi ya serikali, ama chama cha siasa ama taasisi ya kiraia, ama mtu yeyote bali pamoja na mengine yote; sehemu ya 8(i) inasema kuwa ni


”kupokea na kutekeleza uhauri; maagizo na maelekezo yote yatakayotolewana Cama Cha Mapiduzi kwa umoja wa Vijna”


Ikiwa Jumuiya imeacha kupokea maelekezo, ushauri n magizo na badala yake yenyewe ndo into maagizo, basi hapa hakuko salama treni imecha reli imeamua kuanza kutembe barbarani, ngoja tuone itafika wapi.


Viongozi wa UVCCM wanajinasibu kwamba wanajivua gamba, ni vema lakini maswali ya msingi wanaloakiwa wawajibu vijana wa Tanzania ni;


i. Gamba wnalojivua na gamba gain na ni nani kawavalisha; au


ii. Ni kwa uzee upi wanajivulia gamba kwani nyoka na mijusi hujivua gamba baada ya kuwa wamezeeka, sasa hawa wanajivua gamba je ni nyoka, na kama wamezeeka kwa nini wasiwaachie vijana wasihitaji kujivua “MAGAMBA”?


Baraza kuu la UVCCM limejinasibu kwa siku za karibuni na kutoa matamko kadhaa pamoja na katibu wake mkuu kuibuka na kumshambulia waziwazi waziri mkuu mstaafu na mjumbe wa Hal mashauri kuu ya CCM Mh. Frerick Sumaye, si tu ni utovu wa nidhamu bali ni kuacha majukumu na kwenda nje ya wajibu wake kama kiongozi na kama mwanachama wa CCM kwani alichofanya kiko nje ya kanuni za UVCCM, Katiba ya CCM, kanuni za uongozi na maadili (toleo la 2010)


TATIZO LILILOPO


Vijana wengi katika taifa hili wamepoteza imani na jumuiya ya vijana ya CCM. Hii ni jumuiya ya vijana wachache tu waliopo kwenye nafasi za uongozi ngazi ya taifa huko kwingine hakuna matumaini kabisa. Madhumuni halisi ya kuanzisha UVCCM ambayo yanaainishwa katika kanuni zake sehemu ya 7(i-v) yameanza kuachwa tena kwa kasi ya ajabu na hili limewezekana tu baada ya kuingia kwa uongozi huu uliopo na ulichagizwa zaidi baada ya nafasi ya mwenyekiti kukaimiwa na Beno Malisa, huyu kijana ni problem na si tu ni tatizo, bali ameshindwa kabisa kazi aliyoiomba.


UVCCM (hii ya Beno Malisa) inataka lakini kwa maslahi ya wachache kujipambanua kama taasisi pekee ndani ya taasisi kubwa. Kukosa uadilifu, kukiuka kanuni halali za jumuiya na kukiuka katiba ya CCM ni udhihirisho wazi kuwa viongozi wa UVCCM wameamua kuanzisha chama cha siasa ndani ya chama cha siasa. UVCCM inayatambua majukumu yake kama yalivyo sehemu ya 8 (i) ambayo hayajabadilika.


Uongozi wa UVCCM umeshindwa kutekeleza majukumu yake Ikiwa ni pamoja na kushindwa kubuni na kuanzisha miradi mbalimbali ili kukidhi madhumuni ya uundwaji wake katika kupambana na umaskini miongoni mwa vijana. Kwa Mfano kuna chuo cha vijana IHEMI kule Iringa, je wanaweza kusema hata wana lengo lolote la kukifanya hai ili kiwe kitega uchumi cha jumuiya. Tangu wameingia madarakani, ni mradi gain wameubuni ambao una manufaa kwa vijana wa taifa hili? Wameshindwa hata kulima tuta moja la MCHICHA Bonde la Msimbazi, bado wanajinasibu ni viongozi wa jumuiya ya vijana: AIBU


UVCCM inatakiwa kupokea maelekezo, maagizo, ushauri kutoka CCM badala yake yenyewe (UVCCM) sasa imeanza kutoa maelekezo na maagizo kwa CCM, na si kutoa maagizo tu bali wanashinikiza serikali na chama kufanya yale wanayodhani yana faida kwao; hii haiwezi kukubalika ndani ya CCM au serikali.


i. Hivi nguvu ya kumwagiza Rais avunje bodi ya mikopo waliipata wapi?


ii. Nguvu ya kuiagiza SEKRETARIET ya Hal Mashauri kuu ya CCM kuwawajibisha baadhi ya viongozi wa serikali wanaotoa maoni yao wazi wanapata wapi?


iii. Nguvu kwamba watazunguka nchi nzima kupinga uteuzi w mgombea mabaye si chaguo lao wanaipaa wapi?


iv. Nguvu ya kuiagiza secretariat ya Hal Mashauri kuu ijiuzulu (huku wao hawaonyeshi njia) wanaipata wapi?


v. Wamewataja viongozi wanaodai ni chanzo cha matokeo mabaya kwa CCM 2010 kuwa ni Harison Mwakyembe na Samwel Sitta, na huku wamesahau kwamba wao UVCCM ndio waliozunguka nchi nzima kwa madai ya kuhamasisha na kusahau kuwa Sitta alikuwa Urambo tu na Mwakyembe alikuwa Kyela tu. Hawa Viongozi watuambie; Ni nani aliyewasukumia vijana CHADEMA.


Kwa mwenendo wa tabia, matamshi na utendaji wa jumla, viongozi wa UVCCM wamekiuka kwa pamoja sehemu ya 8 yote ya kanuni za UVCCM, na ibara ya 15(1-8) ya katiba ya CCM inayotaja wajibu wa mwanachama wa CCM. Katika maelekezo ya vifungu hivi vya kanuni na katiba ni ibara ndogo moja tu 15(9) ya katiba ya CCM ndiyo wamefuata ya kuhudhuria vikao vya chama vinavyowahusu; na kama hivi ndivyobasi


Katibu mkuu wa UVCCM pamoja na mjukumu mengine, sehemu ya 87(f) ya kanuni na ibara ya110 (7) ya katiba, zinampa nafasi ya kuwa mjumbe wa Sekretariet ya Hal Mashauri kuu ya CCM.


kwa kuwa basi Baraza kuu katika tamko lake la tarehe 19/2/2011, limeagiza Sekretariet yake yote ijiuzulu kwa kushindwa kumsaidia kazi Rais; na


kwa kuwa Marten Sighela (Katibu mkuu UVCCM) ni mjumbe wa Sekretariet ya chama kwa nafasi yake; na


kwa kuwa katibu mkuu UVCCM amekiri hadharani kuwa ameshindwa kumsaidia kazi Rais (mwongozo wa tamko) na amejipa agizo la kujiuzulu; na


kwa kuwa katika tamko lao hawajaonyesha kama huyu mjumbe kutoka UVCCM amemsaidiakazi Rais kwa kiwango gain;


Basi Shighela aonyeshe njia kwa kuachia ngazi ya ujumbe wa sekretariet ya Hal Mashauri kuu ya CCM, kwa maana hawezi kuendeleea kukaa katika nyumba yeye kwa utashi wake ameona haifai hata kuitwa banda la kuku. Wazungu wanasema “He who know where to go let him show the way” yaani “ajuaye tuendako, aonyeshe njia”


MAADILI


Kuna nadharia kwamba, “Ukitaka kumpiga jiwe mtu aliyeko ndani ya nyumba na humo ndani kuna watu wengine basi lazima ujiandae au ujue yafuatayo yatatokea”;


i. Utafanya uharibifu wa nyumba kwani hakuna namna yoyote jiwe lako litapita bila kuharibu ama madirisha, ama mlango ama chochote.


ii. Jiwe hilo haliampata mlengwa wako kwa uhakika bali litasababishwa mvurugano humo ndani na hata laweza kumkuta mwingine kabisa


iii. Makosa utakayofanya, hayatakuwa tu kumpiga jiwe mtu uliyedhamiria, bali utajumuishiwa uharibifu wa nyumba, mali, samani na kujeruhi watu wengine kadhaa


Hivyo basi, kitendo cha viongozi (Katibu mkuu) kukiuka maadili ya uongozi na badala yake kuanza kuwadhalilisha na kuwatukana viongozi wastaafu (Mfano kwa Sumaye), siyo tu kwamba limemdhalilisha Sumaye, bali;


i. Limeidhalilisha Hal Mashauri kuu y CCM ambayo Sumaye ni mjumbe wake


ii. Limeidhalilisha Kamati kuu ya Hal Mashauri kuu ya CCM ambayo Mzee Sumaye amekuwa mjumbe kwa miaka kumi mfululizo na kutumikia kwa uadilifu


iii. Kwa kudhalilisha taasisi hizi mbili ndani ya Chama (NEC, na KK) basi amekidhalilisha Chama Cha Mapinduzi na viongozi wake wote.


iv. Amesababisha usumbufu, rabsha na msuguano miongoni mwa viongzi wa chama na serikali kwani Sumaye ni mtu anayeheshimiwa ndani na nje ya serikali ya Jamhuri ya Muungano wa Tanzania


Mtu wa aina hii afanywe nini ili hali ndani ya Chama itulie? Sehemu ya 5(2) ya kanuni za uongozi na maadili inaelekeza kwamba ‘kuhakikisha kuwa wanachama wanaovunja maadili ya chama kama yalivyoainishwa katika katiba yaCCM na kanuni za CCM wanachukuliwa hatua za kuwarekebisha na kama itashindikana kuwarekebisha, kuwaondoa katika chama au katika uongozi.


KUOMBA RADHI


Kwa ajili ya taifa na kwa ajili ya faida ya sasa na vizazi vijavyo, ili rekodi zikae sawa isije ikajulikana kwamba taifa hili tangu zamani vijana na wazee hawaheshimiani hata kama wazee wametumika taifa kwa kiasi gain, nachukua nafasi hii mimi binafsi kama kijana wa Tanzania, Mwanchama wa CCM na raia mwema wa Tanzania, kumwomba radhi mzee Sumaye kwa ajili ya;


i. Mimi mwenyewe na vijana wenye mtazmo kama wangu


ii. Vijana wote wa UVCCM wasiokubaliana na maamuzi ya kijinga ya viongozi wao ngazi ya taifa


iii. Watanzania wote walioichukia kauli za Baraza la mkoa Pwani kule Bagamoyo na kauli za baraza kuu kule Dodoma


iv. Chama Cha Mapinduzi ili kisione kwamba vijana wote tumekengeuka, tupo wenye mapenzi mema na Chama hata kama uongozi wa UVCCMunatusukumia CHADEMA


HUSSEIN BASHE


Hivi huyu Bashe ni nani hasa hata akawa na nguvu ya kufanya anayoyafanya?


Iweje Bashe apewe jukumu nzito la kukusanya maoni ya muundo bora wa UVCCM wakati yeye mwenyewe ni tatizo?


Katika kikao chake cha uteuzi wa wagombea ubunge kupitia CCM, Hal Mashauri kuu ya chama ambayo ilitoa tamko kwamba Bashe siyo Raia wa nchi hii, swali la uraia wake bado hajajibu, na hakuna tamko jingine mbadala lililotolewa baada ya hapo, iweje basi mtu ambaye SI RAIA apewe kazi ambayo mustakabali wake una athari kwa vijana RAIA wa taifa hili?


Hivi vijana raia wenye sifa kukusanya hayo maoni hakuna? Huu ndio sasa ufisadi wa hali ya juu kabisa kuingia kwenye kumbukumbu za taifa hili.
